Yossi Dagan, the head of the Samaria regional council led a group of protestors at the entrance to Shchem to protests the worsening security situation. Terrorists from Schchem opened fire on the protestors who hid behind cars for protection. In the video it is clear to see that Yossi Dagan and others drew their fire arms and ordered others to get down.
This was the second incident in Samaria today. The other incident involved an attack on a bus by Arab gun men.
Terror attacks in Samaria have been increasing with no sign that they are abating. With the government considerably leftwing, it is clear that they have no interest in protecting residents.
