A covert Iranian-backed terror plot targeting Israeli and Jewish interests in Azerbaijan has been thwarted, according to Mossad, underscoring Tehran’s continued use of proxy networks to project power beyond its borders.

The disrupted operation, uncovered several weeks ago, reportedly included plans to sabotage the strategically significant Baku–Tbilisi–Ceyhan oil pipeline, a critical energy corridor linking the Caspian Sea to global markets. The same network also sought to strike high-profile Israeli and Jewish targets inside Azerbaijan, including the Israeli embassy, a synagogue in the capital of Baku, and prominent leaders of the local Jewish community.
According to Mossad, Azerbaijani security forces arrested members of the operational cell before the attacks could be executed. The suspects were found in possession of explosive-laden drones and fragmentation devices that had been smuggled into the country—an indication of both planning depth and operational intent.
Israeli intelligence officials say the cell operated under direct Iranian guidance. Handlers based in Iran allegedly coordinated the effort remotely, directing operatives to conduct surveillance on targets through photography and on-the-ground reconnaissance. The level of control suggests this was not a rogue initiative, but part of a broader Iranian campaign to expand its operational reach.
The foiled attack highlights a familiar pattern: Iran leveraging foreign soil to strike Israeli and Jewish targets while maintaining plausible deniability. Azerbaijan—an ally of Israel and a key node in regional energy infrastructure—has increasingly become a target of Iranian pressure.
For Israel, the incident reinforces a core strategic reality: the battlefield is not confined to Gaza or Lebanon. Iranian networks are actively probing for vulnerabilities across multiple fronts, including the Caucasus. The successful disruption of this plot not only prevented a potentially deadly attack, but also exposed the depth of Tehran’s operational ambitions beyond its immediate neighborhood.
