Trump Wants a Comprehensive Deal, But Hamas Appears to Reject It

In recent days, US President Donald Trump has put forward a new comprehensive deal proposal to Hamas, featuring notable differences from earlier offers.

As reported by journalist Amit Segal, the plan calls for the release of all 48 hostages—both living and deceased—on the first day, in exchange for Israel freeing hundreds of convicted terrorists and thousands of Palestinian prisoners. Simultaneously, Israel would suspend Operation Gideon’s Chariots II, its planned operation to seize Gaza City, and launch immediate talks to end the conflict, with Trump personally overseeing the negotiations. Fighting would remain paused for the duration of these discussions.

Hamas has yet to respond to the proposal, reflecting internal divisions within the group. Estimates suggest that the primary Palestinian concern is the risk of an Israeli military escalation if Gaza is occupied.

This proposal resembles earlier ones but includes a key difference: previous proposals allowed Israel to halt negotiations at any time, citing bad faith, and resume fighting. This clause, which caused the collapse of prior deals, is absent from the current published version.

A source close to the prime minister told Channel 14 that “Israel is very seriously considering President Trump’s proposal, but Hamas will probably continue its refusal.” When asked whether the proposal in this form meant that the negotiations could continue indefinitely and the fighting could not resume, he replied: “We are not going into these details now – when Hamas responds that it is ready to discuss the proposal, we will specify it.”
